explain the make jutsus thing

When two kages who are not in war combine there jutsu making knowledge in our jutsu shops(we will make later) there will be special two element jutsus that only our two villagers(ninjas from our village) can use.
But we both have to agree on what the village jutsu does and what are the drawbacks(side effects) of the jutsus are. These jutsus cost life to any outlaw who uses them after they left the village.

what about ours?

Each jutsus will count with fire damage and fire defense.
NO earh elemental damage or defense just has earth form of jutsu

oh yea forgot that, the embers hold them in place for the next turn also
